Model 12 ,new shilen ss barrel.
I full length size everytime.
Round chambers easy ,but after the shot, lift up bolt to top ,and try to eject round sometimes it's hard, new lapua brass, about 90 rounds fired,I'm thinking it's not resizing down close to the case head, when I measured a shot round,to one I resized ,it was the same.
Doesn't do it everytime,and loads aren't hot

As a reloader, you should have a headspace comparator.
Check datum length of your FL sized brass, vs what's coming out of the chamber.

Was this a prefit from Shilen that you screwed on yourself? If so- and if you have a depth mike, check gage protrusion from the breech to be sure it's within specs.
If the chamber was not cut to correct depth at the factory it could cause this issue.

Might be a primary extraction issue. Assuming it is extraction and not ejection problem. For testing purpose's, when you have one that does not extract, place a feeler gauge between receiver and rear baffle and raise bolt handle, if it extract's you found the problem.

Was it cold outside? Perhaps moisture on the cartridges, I just had that happen

Well, not good, first shot, bolt hard to lift up,could not even budge the bolt back to pull the round out of chamber.
One thing I noticed,a loaded round measures .2515 outside of neck
A fired round measures.2525 outside of neck
Tight neck?

I would inspect the body of the round that comes out of that chamber for obvious rings/chatter marks. Also check the measurement around the web of the fired case to see how much it grew. If it measures basically the same as a reloaded round .200" in from the base then the chamber is overly tight giving you clicks and even very hard extraction. If none of these are present then try shooting a factory round and see what you get.

What do primers look like ? Never assume factory manuals are safe UNLESS EVERY thing is the same . Start at the start loads and work up . New barrel , what chamber specs . What was your load ?
Use a magic marker and paint the case , sized and bullet NO primer or powder and see what's binding .

Was all the brass NEW ? Not used in another chamber even once . If you could post a pic of a fired case , primer and a round you reloaded , prefer next to the fired round . And like previous post , your load . Since it didn't do it with factory ammo , it's either your sizing or your load pressure . Are all your loads that you tried clean and dry , no oil , water or any wax .

brass is not scuffed-up or nothing

I think your neck is ok. You probably have a .253 or .254 neck which gives you about .002 clearance. The necks do bounce back a little when fired. I don't think that's your extraction problem. I agree with some other answers, if the .200 line is the same before and after firing you are not sizing the base which can cause hard extraction. Without proper sizing it will get worse with each firing. You will need a properly sized die.

Shouldn't need a small base die for a bolt gun. Sure you had your press camming over hard with the FL die?
Small base die is going to shorten your brass life.
