Gun riddle...

My money is on the crooked barrel. Even if the scope bases, holes in action, or recoil lug was thicker on one side I think looking down the bore and adjusting the scope should get really close to being on target. Just a few thousandths of an inch bend near the muzzle would be undetectable by the naked eye but will throw the bullet way off.

I'd bet that a boresighting tool like Bushnells with the arbor that fits inside the bore would tell the tale.
 
I'd be willing to bet the threads and action face were out of line. Had that happen to me once, a new chamber, threads, and squaring the face had it shooting perfectly straight.
 
I have a savage target 6.5x284 that has that symptom. The fact is the scope base holes on the action are not drilled on the action center line period that is a fact. I used the leupold base with the windage screw on the side of the base to solve the problem. Mount up the scope and use the base to get the bore centered at 50yds. with the scope windage on 0. This gun shoots 142gr. nosler target bullets in the 1s and 2s consistently at 100yds. This is the second savage target action I have found with the same problem.
 
Good old Savage generic mass produced actions that are lacking in quality control. Might as well outsource them to be built in China.
 
Have you tried a tighter patch and see if it has a tight spot in the barrel? I would think if it was drilled incorrectly that while cleaning it ,the patch or brush would have a tight feeling in a certain spot indicating it has a problem.
 
DMT, has it right, i had a m-70 in 7x08 that pulled 1' left & 3' low ??? , i checked the bases, the rings, the holes, the crown, the barrel in the stock & re-checked the bore sighting on all 4 scopes that i tried when i finally noticed something;;;the shadow in the barrel was bright & shiney on the top right side of the bore about half way down the tube--So i got out some of my old 3' drill rods i have collected over the years & found one that would just clear the bore---then set up in the mill & there it was (tha banana), all barrels have a little of this condition, but this one was really bad, almost a .020" in 2.5" to the left & down. I called my friend & told him about the barrel & said i had a #3 brux that would work ----2 days later this rifle was shooting great. Just remember that boresighting down the tube does not always put you on the paper. have a good one
 
bore scope the area immediately prior to the crown and check the crown out with a good magnifier - it wouldn't hurt to recrown - that might be the quickest check without having to undo and redo every fitting, torque setting, etc.
