Gun powder

Is your Fire Marshall elected or appointed?
City or county board?
Your house get inspected for home owners insurance?
Could insurance companies charge a premium for ammo/gunpowder storage?
Like a large diesel tank out behind the house? Propane tank inspections and located too close to the house?

Expect local governments to apply regulations based on local mood.
Municipal, county (parish) may see this as a cash cow, charging for inspections to protect the children.
Fire Marshalls already inspect businesses, whether selling food or smokeless powder.
The cost is usually built into business licenses.
The ATF gives them the leverage to enact ordinances and charge for any additional cost.
I doubt any household would be exempt from a safety inspection mandated by local government, heavens forbid someone living under HOA. If a burden on manpower expect an inspection FEE to be assessed along with your property taxes. My local government is proposing a 100% inspection of septic systems. $100 every 3 years.
State or local governments have been a thorn for shooters, ranges, buyers and sellers of evil gun related stuff. Hate the ATF, but inconsistent application at local levels also hurts us.
Expect to PAY for local ammo tasters hired to comply.

Another aspect is privacy at the local level. Ammo and reloading supplies, just like expensive guns, gold and silver might not be something you want to be "public knowledge". What safeguards will be implemented to control access to storage of valuable asset data?

Liquid gasoline doesn't burn, it has to be vaporized.

From the ATF website:

Is smokeless powder designed for use in small arms ammunition subject to the explosives storage requirements?

Smokeless powders designed for use in small arms ammunition are exempt from regulation under 18 U.S.C. Chapter 40 and the regulations in 27 CFR Part 555. Packaging that readily identifies the smokeless powder as being designed for use in small arms ammunition may help in determining whether it is entitled to the exemption. Smokeless powder designed for use other than in small arms ammunition, and explosive products such as squibs, fireworks, theatrical special effects, or other articles that may contain smokeless powders, are regulated and must be stored pursuant to the regulations at 27 CFR 555, Subpart K – Storage.
It should be noted that persons engaged in the business of importing or manufacturing smokeless powder designed for any use must have a Federal explosives license. Further, importers of smokeless powder designed for use in small arms ammunition must also possess an ATF firearms importers license (Type 08 or 11); must register with ATF under the provisions of the Arms Export Control Act; and must submit (to ATF) and receive an approved ATF Form 6 – part I (5330.3A), Application and Permit for Importation of Firearms Ammunition and Implements of War.

We can all argue over what an explosive is. In reality, it it is whatever the ATF or DOT interprets it as on a given day.

This is the last box of powder I received and how it is labeled.

With that said, I’m curious what vehicle batteries will be soon rated once the genie gets out of the bottle.
