First Remington 700 build. Do nothing at all, true the face or full blueprint?

If you are doing it for the experience and to be able to do it for your customers, do it all. This one might not need it but you can learn the steps checking to see if it does. You are doing it right learning on your own stuff. You certainly don't want to screw up a customers gun! Good luck on your business.
 
The bolt handle seems to be in the right place for good primary extraction. There's maybe a 0.005" gap between the front of the bolt handle and the handle cutout when it's fully closed.

On the later receivers with the 'long tube' bolts, using the front edge gap as an indicator of the amount of primary extraction can be misleading. Take a good look at the cam angles and see how much you really have working for you. It's not unusual for the handle to need rotating.

Removing the firing pin assy and pulling the bolt handle back so the lugs are tight against the lug abuttments as the bolt is rotated as you watch the bolt handle come up on the receiver cam angle....works pretty good for eyeballing this.

I'm not a 'smith or machinist...just a hacker. But that's a pretty good approach if you're new to 700's.

M40 Clone, I assume it's for the vintage sniper matches. I think I've built 10 so far, lots of first place tickets. I true the face and pin a recoil lug always.

I've got a couple coming back for a full bolt sleeve. That reminds me. I really need to get into bolt handle work.
What do you mean by full bolt sleeve?
 
I'd argue if you're only going to do one thing, it should be to true the lugs. Can't tell you how many 3 lug actions I've seen that only contact on 1.5-2 lugs

I’d also say take a cut on the front ring to true the face of the receiver. Talking Remington here. RR and RAR’s might be the exception but I’d still check them.

I would REALLY like to see someone do a TEST of all this "truing" and see if it shows up on a target. I think that would be a GREAT test. If the test were done in a valid way.
 
But if you've set the action up to true the lug abutments there's no reason to not check and cut (if needed) the face. It's one setup.

The point is; we were picking ONE thing to do. Not what things are easy. And sometimes getting the lugs right doesn't need a lathe
