Biscuit, one of our dogs would support that. Here in NE Ohio winters are dry and my wife seems to build up a static charge much more than I for example. Just the other day she went to give Biscuit a pet and crack! Right on his nose she pulled an arc. Poor Biscuit was like what the heck was that about?I think static is also a chemistry thing within peoples body composition. My wife is a lightning rod while I have no issues in the house. Have a coworker the same way. You can pick people out when they slowly reach for a metal object like a door.

I have also seen it in people in an ESD environment where peoples ESD wrist straps were tested while they wore them. When people failed some conductive ESD lotion was applied where the wrist strap was worn.
As to smokeless powder? I think you would be hard pressed to get any ignition of the powder. I have seen a few videos where it was tried.
