Extraction Problems

I recently picked up an old Sinclair built xp-100 in 308 Win. It was built from a fireball and has an m16 extractor on it. I have to put a rod down the barrel to get the brass out. The extractor is not pulling it out. Looked at the extractor and it grabs the case fine. Loads are just starting loads in the Hodgdon manual and show no pressure. Primer is not backing out so head space seems ok. Any idea why this might be happening? It does it with new Lapua Brass as well as older fired brass.
 
Have you checked to see if the inside of the chamber is nice and shiny ?
How does the brass look after it pops out ?
As long as you need to push them out with a rod anyways, take the extractor out and see if that helps..
 
I wonder if the counter bore is allowing the extractor to climb over the rim of the case? Just a thought.

Everything already said needs to be looked at and there is the possibility your rims are a bit thicker than what the extractor clearance was set up for.
