Deburring tools - why different number of cutting flutes?

I’ve always just accepted that deburring tools (both hand-held and otherwise) have fewer cutting edges for the outside of the case neck versus inside cutting edges.

Why?

EDIT: I realize everyone has their favorite duburring tool and they love it. Really just hoping to find out why flutes are different inside versus outside.

Smoothest finish possible on inside ease in seating bullets without jacket deformation be my best guess.
I use a more VLD design tool on the inside versus the steeper angle that you have pictured.
The out side quickly knocks off any burrs with any irregularities getting ironed out in the course of firing.
I have noticed sometimes on outside I can feel a slight bur/lip with my finger nail.
 
Most all of the rocket style i have seen are just deburring the OD, notice the different edge geometry on the tool. Inside actually is supposed to remove material.
 
In my opinion more flutes is always more better. (mobetta)
Router bits, taps, mill bits, -- and chamfer tools. jd
