Could coating bullets for smoother seating cause vel reduction?

A few weeks back, after reading here on AS, I started to dip my 130 VLD bullets loaded for my 6.5x47L into my little tin of Imperial Dry Neck Lube to obtain better bullet seating depth and more consistent neck tension. I noticed a slight drop in velocity, say 2830 to about 2813. could this drop be due to the lube? Much the same as Moly coating the bullets?

yes, it probably is related to the lube. what i do, instead of that is to take an old bore brush and wrap 0000 steel wool around it and chuch it into a power hand drill. i run that into the case necks to make them nice, shiney, and smooth. don't know if it helps much on velocity variation, but it does seem to make the seating operation smoother and it doesnt add scratches to the bullet jacket.
 
I take a .277" bronze brush and chuck it then run it into the necks. I had been dipping the entire neck into the dry lube but the lube on the outside of the neck created a mess if I didn't pay attention. Dipping the bullets about 1/2 to 2/3rds of the bearing surface into the lube and swirling it around seemed a "bit" cleaner.

I think I can stand a 17 fps loss ::)
