Cooper action selection

Ordering a new Cooper tomorrow in 20 Vartarg cal. Notice they chamber this in both the model 21 and also the model 38, which I thought was only for rimmed cases ie, hornet @ Bee etc.I have a 21 in .223 that shoots great, anyone have any reasons that a model 38 would be better for the 20 Vartarg?
 
Model 38 is the shortest action. This may be a little faster in use,shorter bolt movement). And it may be a bit stiffer.

However, model 21 will have more bedding surface and will let you shoot a .223 Rem, 204 Ruger, or a 6PPC if you ever want to make this a switch barrel.

Personally, I'd probably go with the model 21 if this was my first Cooper, just for the versatility.

If I never thought I'd switch calibers I'd probably go m38, and I'd be tempted to have the barrel cut to 22".
