It's a fair point, but I'm not sure about it. Both media do require care and technique. I use water myself, but others here tout a ball powder like H380. If the powder is dropped into the two cases repeating the same technique (not unlike charging cases from a powder thrower), and several measurements for each case are averaged out, I see no reason why a relative comparison cannot be as accurate as water. For determining the absolute capacity of a particular case, the more meaningful figure is capacity H20, since nearly all reference material uses H20 as the standard for comparison, and for ballistics calculations.Your measurements using water are probably accurate due to the density of water as opposed to powder.
