Can 9 X 21 be shortened too 9 X 19?

My search fu sucks. I'm sure this probably has been asked before but ....

I just bought my first 9mm Luger for concealed carry. Can't find any 9mm luger brass but Starline has 9 X 21. Can I just shorten that to 9 X 19? I realize head stamp issues but this is just for my shooting pleasure.

The 9mm is a tapered case and converting 9 X 21 could be an issue not to mention a lot of work. Look here

About all pistol cases have some taper inside, the brass getting getting thicker the closer to the web you get. Reducing the length to 9MM specs and seating a bullet in that case make make it "too fat" at the case mouth to properly chamber in your gun, or any gun for that matter.
