Budget 10/22 position rifle that's accurate

I've had 5-6 GM 223 barrels - they all shot small groups. Putting benchrest accuracy aside, my understanding is they are as accurate as, say, Kieger or Bartlein but the chance of a not as good barrel is higher with GM.
When they are in stock, their Gunsmith specials are a great deal if you do your own barrel work.

I've had (and have) lots of Krieger, Bartlein - and other quality barrels . Not one of them is what I'd call a "bad" shooter. Several are incredibly accurate. I've got one Krieger .22 rimfire barrel and it shoots incredibly well. I've had two GM rimfire barrels (both for a 1022). I'd just as soon cut the GM's into pieces and use as fishing weights. That is the only brand I'd not take another chance on. Maybe their centerfire barrels are better?

My "Budget" 10/22 Sporter, cost me around, $850.00, Scope, Gun, Bbl, Trigger, Parts, 3 Mags, etc., IIRC.
That Price is including the older, Wood Stocked, S/Stl "Sporter", Ruger, Gun that, I paid $265.00 for but was, as New ! ( Sold Fact bbl for, $110.00 ). Used, the Receiver, Stock and Bolt !
Bought, the 20" SS, Green Mtn Barrel for, $130.00 or so, IIRC.
Has, a Lil' Crow GunWorks, "Recoil Lug" Glass bedded, Receiver and 2" of, bbl's Shank ( Free Floated, the balance ). Re-did the Trigger myself to 2 1/4 lbs with a New, Target Hammer / Spring, replaced F/Pin and Extractor and bought, a Power Custom L-H Safety ( $50.00 ). Put a 4.5 x 14 Burris, MOA Retical scope on it, so I can "Dial" for, Range ( $230. ) and Burris SS, Zee Rings.
T'was a Fun but, "spendy", Project but, One of my ALL Time, Favorite Guns, now !
It's, a Sub 1/2 inch, 50 yard, "shooter" with, SK Plus and Match Extra ammo ! I can highly recommend, the GM Barrels, but I "Polished" my Bentz Chambers "throat area", LIGHTLY, so I can Extract, LIVE Ammo and "Broke IN" the barrel, using JB's and carefully cleaning / shooting / cleaning,.. per Instructions. She probably won't win, any Benchrest Matches but, Sage Rats out to, 75- 85 Yards are in,.. SERIOUS, "Trouble" !

How do you like that scope for a rimfire scope? Is it pretty reliable?

I like it just fine ..... for this application. I actually like it better than I thought I would! I asked the salesman who makes this scope for Cabelas and he said Meopta, which I don't believe for a second. It's a cheap scope, 6-24x SFP where the Xmas tree rectical is valid at 18x.
Glass - good enough as max range is only 200 yards. Light transmission is good enough as its only used when the range is open (daylight hours 9-5).
Parallax - no complaints.
Adjustments - Clicks are crisp. I got the Xmas tree rectical for holder overs so I'm not constantly cranking on the turrets. Clicks put the bullet where I expect it to be (but I'm only making small adjustments for different ammo lots)
Zero - Holds zero so far but it's on a 22 so it should even for a cheapie.
Reliability - to soon to tell but so far so good, again this scope doesn't see hard use.

I've contemplated my own 10/22 type build for target shooting and have wondered what the best option is for bedding.
Should a rear portion (only) of the barrel be bedded, allowing the receiver to "float" free, or do you bed both the receiver/barrel, as in a conventional bolt action?

Just curious

I did both while the bedding under the barrel carry’s most the weight, but the area under the screw needs a solid place for the screw to torque down to. Maybe there’s a better way but I’m happy with the results.

It's a Prone/Culbertson laminate stock. I did the cheek and butt (I don't think they offer that service).
