Bolt Tarnish

thats looks like more than just light pitting
it looks more as if it were chrome or nickel plated and it's flaking off
anyway, start with some 0000 steel wool and some solvent for lubricant (Wd-40 or even gasoline works well
next if that aint enough, wire wheel, there are brass bristle wire wheels too for delicate objects
next step - bead blast the whole thing and , cereakote, reblue etc

if it had previously been plated, and it were mine,
I would bead blast it clean and start over
then buffer wheel it to smooth things out
bead blast might take 5- 20 mins max
i would then thread the knob which looks like the worst part of it, and put a new knob on

I would question the wisdom of trying to clean this up and reuse it. If the bolt is pitted this badly I assume the rest of the action is also. It's going to be a really sloppy fit going back into the action. Is the rest of it this bad?
 
You’d be money ahead to buy a ptg bolt and have it fitted, or a used 700 bolt and hope it headsoaces but you’ll loose the bolt locking on safety feature, or a used 722 bolt.
By the time you have the lugs cleaned up , firing pin bushed, handle polished/ replaced , and the bolt body jeweled and bushed to cover that up you’d be into the cost of a new custom action
