That's all wrong. The primary purpose of the bloop tube is to change the sound signature to be closer to a bloop. The other stuff about sight radius and so on, is just a happy byproduct.

Rimfires do better without 30 inch barrels but rimfire shooters want longer sight radii too. And some have tuners built in too.
