A Kelbly Atlas can be the basis of a great hunting rifle.  But it sounds like you're building a BR rifle.  Limiting yourself to a R700 footprint just because you already have the stock is false economy.  My advice is to sell the R700 stock and buy a good used dedicated BR rifle that has a chance to be competitive.  If you have the money and time, commission a new BR rifle from a smith with winning credentials.
