I have a Stiller P1000 single shot - left load/right bolt in a McM Nesika Bay Varmint stock. Its chambered in 6BR and I am quite pleased with it overall.

Good luck with your choice.

I have a metric crap whack of custom actions and for what you described I would give serious consideration to the Defiance Deviant. You can have it made however you want it and set up for RBLP, allow it to take pre-fit barrels, deep or shallow spirals, whatever inclination you would like on the built in optics rail, whatever thickness integrated recoil lug you want. They will even make sure you don't make any choices that won't allow for what your goals are with the action. Give them a call and talk to them. I bet you will be happy.

Now if you were looking for something for hunting or tactical matches, I would steer you towards American Rifle Company.

My vote would be Kelbly, Borden, BAT. In no particular order. Kelbly has or had a few weeks ago a bunch on actions in stock. I will be starting a new project after the holidays on a Kelbly Kodiak action.

So you said Benchrest and Remington foot print. Dual port or drop port is mandatory. These are the one I know that will do it.

Borden Mountaineer cone bolt Drop port, I think he will do a dual port also

Defiance rebel drop port, Not in love with the remington extractor they use in these though, They CAN be problematic in dropports.

Bat VR, they will do a dual port cone bolt in this action last

Those are the only 3 I know for sure. Personally I would be ordering a mountaineer in a dual port or the Bat VR dual port. Bordens are the best deal. Timing work is already done. He also has a new integral lug model coming out. If you get away from Rem clone your options open up. But theres nothing wrong with the 700 footprint for a BR action.

Pierce, I have a RBLP cone bolt face. John Pierce even came up with his own firing pin assembly. Very smooth and reasonable prices.

If you do not want a dual port or drop ( you really should) that opens you up to the other defiance models, and Kelbly atlas for other quality 700 foot print actions I would consider using for a Br level build.
