Best CMP/NRA High Power Legal Scope/rings for AR-15?

I want to buy a scope that is legal for CMP/High Power match shooting, and I've been reading good things about the Vortex Viper PST 30mm 1-4x24. I can't afford a Nightforce right now, since I recently had to buy all of the other good stuff I need to compete. I see that the Weaver 6 hole mounting rings come in different heights, so my questions are:

How do I determine the height (High, Low or Medium) of rings I need? Are these Weaver rings my best option for mounting to my RRA NM AR-15 rail?

Are there other comparably priced scopes that I should be considering?

Go to the White Oak web site. They have a chart showing scope centerline with various rings. I used a Mark 4 AR Leopold last year, and did well. But, adjustments feel a little mushy. Ordered the Vortex today. Friends are using the Leopold fixed 4X from White Oak, and they shot really well last year. Have that one on back order, who know when it will come in.
Guys with the Night Force love it, but I can't see $1900 for a fixed 4X.

Thanks for your help, Arthur. I'm going with the Vortex PST, Weaver 6 hole rings and Yankee Hill Machine 6' riser mount. I'll see how it goes, I can always upgrade later if needs must.
