"Best" Bolt Repeater Action

Seems to me that the traditional bolt action repeater has the heritage of the "stripper clip" written all over it (even if it doesn't use stripper clips).
The big open top originates here. Though the Swiss K31 uses a stripper clip without the "open sky" top.
Have always admired the Tikka action for it narrow single stack mag, and small ejection port. Allows for a ridgid action to hang a barrel on.
Note the evolution of Savage and Ruger in some of their latest offerings towards the "Tikka" design. Is this the wave of the future? Is there a "Remington Clone" along the Tikka lines?

So, is their a "best" repeater bolt design? And who makes a cone breech repeater along these design lines?

Not sure about copying the Tikka, but Defiance Machine is the most popular custom action amongst precision tactical shooters. You can select the ejection port type and the magwell cut to match your preferences and magazine choice. AW and AI mags are the most popular and Defiance has a magwell cut that is specific to each. You can also pick your bolt face style: recessed, flat, or coned. Note that coned is not recommended for a repeater.

Another repeater that has generated a lot of buzz is the American Rifle Company Mausingfield action. Chad Dixon at Long Rifles (very well respected smith) is now a dealer and thinks highly of them. This looks like an impressive design from the specs I've seen.

Regarding your stripper clip comments, actions with large open ejection ports are made that way to facilitate top loading. Remington ADL/BDL floorplates are intended to be loaded from the top and hence the action has a large open ejection port. With detachable magazines, like AI and AW, the rifle is not loaded from the top and the ejection port can be made smaller.

Most modern actions are stiff enough. The reason that some dominate in accuracy applications has more to do with other things, like trigger selection, and stock availability. On these two points alone, the choice is reduced to Remingtons, or their clones.

I would find it hard to choose between actions such as those made by:
Borden -Rimrock (or Alpine even)
Mayfair Engineering or FZH for a Mauser 98 type
Winchester M70 once worked over by D'Arcy Echols
Possibly the Heym 'Express' action
Anschutz 54 repeaters

A lot depends on intended use

You don't mention usage, but the inference is that you are talking tactical/practical. Surgeon used to be the most popular, but lately Defiance has surpassed them. GAP is now getting their actions from Defiance as are a few other custom shops.

For a "stock" action to build a rifle on, the Rem700 is tough to beat.

For a truly unique design, there is the Desert Tech "bullpup".

Are they the only company who understands melonite and the good things it does to metal? First ive seen actually say it.

Am considering a 223 bolt repeater. Is any manufacturer's configuration superior for this ubiquitous "little guy" cartridge?
Would chamber it for the Ackley Improved, shooting 223's unless some long range requirement would induce me to stuff a long-nosed Ackley into the tube.
