Quick question for someone who owns a 6x24 B&L. When I rotate the power ring the eye piece rotates also. Is this normal. TKS

Some did, some didn't. Depends on when it was made. I recently sold 2 of them, one had a sparate power ring and one didn't, thinking the later one likely had a separate ring. Both were Elite 4000. Very good scopes with very good glass.

The older ones prior to the Elite 4000 did, assuming you're referring to receiver mounted scopes. The original 6-24 B&L was a long scope mounted partially or totally on the barrel.
 
I mounted it on my 6br and tried it out. I find the optics as good as any Leupold I have. Very clear, and pleased with it so far.
