That's like asking who makes the best car, or who make the best chocolate bar etc....

Any premium custom barrel will shoot better than you can drive it. I've used Rock Creek, Kreiger, Lilja, Hart, Obermeyer, Schneider and they all shot great.
 
I just had a rifle built with a Kreiger LV barrel. It's shooting .156 groups after a short break in. The amazing thing is I can get no copper fouling on a patch. It won't foul.
I'm also a proponent of cut rifling.
