Barrel "smooth" in the middle

GSSP

When my friend cleans his 6.5x47 Lapua Krieger barrel, he notices it's tight near the breech and muzzle ends but smooth in the middle.

Any reason for that?

If its not been lapped properly this may happen. Is this barrel fluted? How does it shoot? Does it copper foul quickly?
