Bad machining on rem700

Picked up a new Remington 308 two days ago and noticed when I got it home, the bolt seemed to catch on something when trying to close it. It was a little hard to close. After trying to chamber a round, I had to hit the bolt to get it to close.

Checked headspace and changed extractor and had the same problem. Decided to pull the barrel and noticed some marks/burs.

Not sure on what this part of the action is called, but there’s a big smudge/bur and then where the lugs turn against, it’s got a step up instead of being smooth.

Anyone I can send this to to get it fixed?

Looks like the messes coming out of Ruger of late. Some of the postings of factory new over on rugerforum . net just make a person wonder if the QA people all went to lunch and the line kept running or what and I'm talking the stuff you can see when you open the box.
 
Now that you removed and messed around with the action/barrel I doubt if Remington would help you much.
I would try some JB on the lug area and work the bolt/lugs in and out a few times slowly, checking often and seeing if it does not smooth up the bolt working well as it should.
Then checking head space and it probably would fix the issue and allow you to go ahead and use the rifle for your intended purpose.
