Could also be your primers are crutching a weak ignition or something your chosen powder requires.Does not do that with magnum primers.
I realized this about the 6 1/2’s but didn’t know the 400’s were for that low of a pressure cartridge.Because Remington 6 1/6 and Cci #400’s are designed for 22 hornet and similar low pressure cartridges.
Not the 60-65k common in many newer cartridges.
