I agree the front rest stability would be the key to making something work. perhaps a purpose-built roller top. something spring loaded with side rollers angled down to apply pressure on the side of the stock down and in. the rear rest also with a spring-loaded roller top.Tuning does not just happen at the end of the barrel. The term does typically go hand in hand with that but it is more broad than just there.
If you can see that you changed "scope zero" based on shoulder pressure or how hard you grip up the gun, likely you can change how it shoots (tune) from adjustments in recoil control. I am referring to factory stuff here. It would be harder to do with the bipod setup than a good front and rear rest but it also would be hard to beat the stability of the bipod in that plane.
Will these rifles react like a UL rifle in a one piece? No, but could a person pick up a shot a card with a good way to make recoil more consistent at an optimal place? I would say very possible. For matches with scores so tight, we all know how often a shot a card or even a shot per match would move a person up the finishing order.
