A 54 receiver is heavier and stiffer and also has heavier stiffer bolt assembly.... A 54 generally has a better trigger and, as I understand it, a faster lock time.... A 54 is considered the "premium" model of the two actions.

With that being said most rifles with 64 actions shoot extremely well.

Merlin has provided a decent and honest assessment of the differences. I own a 64 mpr (Multi Purpose Rifle) which I've adapted to Benchrest Style shooting and have won a few local competitions shooting against some nice and expensive custom rigs. Having said that, if I were serious about these competitions, I'd be buying me a 54 actioned Anschutz. You can get a decent 64 actioned rifle for between $1300 - $1500. The "premier" 54's competition rifles start at around $3000 and both of those are without glass or any add-ons like a Tuner. Guess it depends on how deep your wallet gets.

+1 on that evaluation. The 64 is a very good action, the 54 is a SUPERB action.
 
I bought the Anschutz 1907 barreled action from Champions Choice for 1525.00 and put it in a 400.00 bench stock. The action screws and trigger guard came with the stock for that price. It is very accurate.
