An FFL Question to gunsmiths

Remember all laws are assembled by greedy politicians & lawyers so they love to keep them vague, therefore, entrapping us in the "gray area" of life so we feel compelled to ask. Better to seek forgiveness rather than ask permission. Hmmm....maybe you are simply "repairing" your firearm??? Yes...there it is....you and I can legally repair our firearms and we can observe others in repairing their firearm. There you have it. Free advise.....just razzin you....Merry Christmas.....ho ho ho!

Seriously, I feel for you gunsmiths. Sure seems like they're trying to set you up for failure. I do believe that's the Gov't's angle. Be well, stay safe and keep of the radar.

ACTUALLY up to 49 per year WITHOUT the 07...........

if i read the fine print right and it has not changed.

this gets down to FET I BELIEVE.

you buy a reciever and sell it no 07.
buy a reciever and add value buy assembling into a rifle, you need an 07...if more than 49 per year...and you owe the FET on the new value.

I have talked to the atf here in minnesota, the agent told me that once there is more than 49 items produced (in my case I was inquiring about making receivers) excise taxes come into play. Anything less than 50 a year you are exempt of the excise tax.

Something else that is interesting. He told me that I can make as many as I want for myself.

Ok, I am NOT an FFL holder. I do have a serial numbered Win 52 barreled receiver/action that I am about to build into a rifle. At the present time it is just a chunk of steel waiting a trigger, bolt, guard, stock and sights to become a .22 LR rifle. Can I do this legally? When I bought the action it went through an FFL transfer to me. (Actually I am fairly certain that I can find a gunsmith to assemble the parts into a working rifle).
You and your gunsmith can have right at it! Nothing illegal or in a 'gray' area with what you want to do. The best place to get info about what is 'legal' and what is not is from ATFE. www.atf.gov
