Accurizing Ruger 17HMR

I have a Ruger 77/17, which is a beautiful rifle, but not very accurate compared to others. So, I have now added a new trigger, and even a new Shilen barrel, and first testing shows no improvement over the stock rifle. With three different brands of ammo at best it only shoots 1.5 inches off a stable rest. Was thinking about bedding the action and perhaps shimming the bolt (no clue how to do the latter). Any other ideas-, but with all this work I was hoping for better.
 
I installed a Jard trigger on my M77/17 and a 6x21x40 Simmons scope and it shoots sub MOA most of the time at 100 yards if I do my part. None of the ammo for this rifle is what you could call match grade, so consider it good enough if you can hit a squirrel at that distance or perhaps a PD at 200. I shot four or five different brands and found the Hornady about the best and certainly the least expensive (from Midsouth).
