Veddy Interethtink! You won't lose anything using a BluPrint 700 action. Are you doing the work? If you are be careful not to lose any extraction capability. Sorry to say I know too much about that.
If you are not doing your own work may I suggest Mark KIng of PA. I've shot a couple that he did and they are every bit as good as any of the manufactured custom actions. You prolly can't get it done in your time constraint though.
I'd think you had already talked to your neighbor, GTR, about this. I always found him to be informative and interesting.
 
Before you jump in to a reamer design look at the 7 Sherman Short mag. Basically the same thing with formed and properly headstamped ADG brass available.
Yes Sir !! A lot of water has passed under the bridge
since 2012. I don't normally fool with magnum head
cartridges but did look at the 6.5 PRC to neck to 7mm.
In this case, another wasted thought process, since the
7 Sherman is a proven winner.

I am thinking it will be a lot easier to just hold the Saum reamer .100 short and save yourself the hassle of fire forming/custom dies/reamer/crazy expensive brass. Dies can be cut down and the cases would be getting neck turned anyway. I am sure the SS is a great cartridge, but the extra cost associated is prohibitive and you gain nothing in return.
