If it isn't legal, how is it that Sportsmansguide and Aim Surplus have shipped me ammo for years? If you package it right and slap an ORM-D label on it, then you are in compliance, yes?
No, you are not in compliance. You have to go through very expensive classes to be able to ship ammo and other ordnance.

Both state...
"FedEx Express will transport ammunition when packed and labeled in compliance with local, state and federal law, and the Dangerous Goods section of this Service Guide. Ammunition is an explosive and must be shipped separately as dangerous goods. You agree not to ship loaded firearms or firearms with ammunition in the same package."
The labeling consists of an "ORM-D" label or equivalent marking.
If you think you can print out labels and ship ammo, you are mistaken.

No, shipping HAZMAT requires a DOT Approved HAZMAT Course which will get you a Special License to ship.
It's not like you can throw an extra $30 on the counter and they ship it.
