Both state...
"FedEx Express will transport ammunition when packed and labeled in compliance with local, state and federal law, and the Dangerous Goods section of this Service Guide. Ammunition is an explosive and must be shipped separately as dangerous goods. You agree not to ship loaded firearms or firearms with ammunition in the same package."
The labeling consists of an "ORM-D" label or equivalent marking.

No, shipping HAZMAT requires a DOT Approved HAZMAT Course which will get you a Special License to ship.
It's not like you can throw an extra $30 on the counter and they ship it.

The subject of this thread is CARTRIDGES, not shipping bulk powder and/or primers, which do require training and a certificate.
Loaded cartridges are NOT hazmat. Powder and primers ARE hazmat.
Loaded cartridges ship as ORM-D (Other Restricted Materials - Domestic)...
... NOT hazmat.
Go back and read the Fedex websites I gave - they are very clear about it.

If you will go further into their website, they will give you links to schooling to be able to ship. Didn't ever say you couldn't ship. I just said you couldn't just print labels and ship.

ORM-D - Ground Service
If the "Ground and Air Packaging Provisions Exceptions" column of the chemical table references a specific packaging exception, refer to that section of 49 CFR to determine if your material qualifies for the exception. If you do not meet all the conditions for that exception, you must prepare the material under the rules for a fully regulated hazardous material.
Using Chromic Acid Solution as an example, the DOT regulations allow this material to be shipped as a limited quantity if it meets the conditions of 49 CFR 173.154. Also, if the material meets the definition of a "consumer commodity" as stated in 49 CFR 171.8, the exception allows the material to be renamed "Consumer Commodity" and reclassed as ORM-D material.
In addition to the exceptions allowed for "Limited Quantities," shipments of ORM-D materials are not subject to the shipping paper requirements of subpart C of part 172 of 49 CFR unless the material meets the definition of a hazardous substance, a hazardous waste, or a marine pollutant or unless offered or intended for transportation by aircraft.
Since this example illustrates a shipment intended for ground transportation in the 48 contiguous States, the Shipping Paper and Shipper´s Certification are not required.
Note:
Ground shipments of ORM-D materials destined to or from Alaska, Hawaii, Puerto Rico, and Catalina Island are no longer accepted effective January 1, 2011.
UPS accepts ORM-D ground shipments to Canada.
Effective January 1, 2021 the ORM-D classification will be obsolete per D.O.T. HM-215K.
Even though your packaging need not be a UN performance package, it must meet the requirements of 49 CFR 173.24 and 49 CFR 173.24(a) and must be capable of meeting the ISTA Procedure 3A.

thanks Bob... going aways back i startes out to do a 7mBr.. my gunsmithy talked me out of it.. he is an old timer started building engines an gunsmithing l o n g ago, he was into one of the first .30/1.5 an 1.75 ... he kinda gave me the history of the 7Br.. though i guess not all of it.. Lol's :-X
so he talked me into the .30Br... i never looked back... now i'm trying a new 6Br.. even better..
