6bra, on a rem. 700 set up issues

I have several 700s with 6bra barrels on them.
Heavy varmints and one bull. All have single shot plates in mag well. Have heavy recoil lugs, using grizzly .PTG.308 bolt with Tubb firing springs.
All have remage style nuts on. Have trigger techs, and rifle basix triggers.
Question,. I use only two screws to install the barreled action in stock. Leaving the middle out.
I hear this causes stress in the action. If so,
How tight should I install the action into the stock?
One stock, I am doing a solid bottom from, the recoil lugs to the trigger opening.
So, other question is, on Remington 700s, should the bottom of the recoil lug be touching the bottom of the stock? Or only the back of the recoil lug, only touch one side of the stock?
And the how much torch should be on the install bolts?

This is how I set up all of my custom built Remington 700 B-R rifles:

Front and rear screws are set at 65 inch pounds.

Middle action screw is screwed into a threaded pillar that does not touch the action.

Bed the recoil lug solid, but do NOT bed the bottom of the recoil lug. Allow ample clearance between the bottom of the recoil lug and the stock.

All of this is assuming that the stocks are properly pillar bedded.
 
Here's another question, are the receivers the same or different on Remington 700s short actions. .223 vs .308?
Can you run a .223 bolt into a 700 receiver that had a .308 bolt in it and head space the barrel
