As far as the perception that Norma brass as being inferior Lapua. I would offer that it will be hard to find a similar cartridge with better case dimension runouts and head hardness than the Norma 6XC. Norma is owned by RUAG which makes the 6x47 case at about $1.50+ each..

Dimesnsionally I believe Norma is very good quality brass. But I highly doubt a Norma primer pocket could go toe to toe with a Lapua primer pocket under maximum pressures and last as long. Every long range BR shooter I know will only use Norma as a back-up to Lapua brass for this reason. Unless the manufacturing process has changed for some companies, no other manufacturer matches the primer pocket integrity of Lapua.
Not saying that Norma brass is not top quality in many ways, but when they start pricing it close to the cost of Lapua brass, I would choose Lapua every time. If Norma claimed to have improved their head hardness as you state and maintained their cheaper price advantage over Lapua, I would be willing to try them again. But they keep driving their prices up and up. This is all just my opinion from having used both brands.
