6.5 shortest barrel highest velocity

Hey guys,
I'm a rookie in the custom firearm arena. Building a custom Lazzeroni warbird right now and its fun. Ready to build another but I have some questions. Barrel life not being an issue, what is the shortest barrel I can use,not shorter than 20")and acheive stellar velocities and what case would I have to use. I was thinking the short action cases would allow the powder to burn out completely but again, I dont really know.

They will not - they have no different barrel time than a long skinny case of the same volume - because the large cases burn slow powders, if you want stellar velocities, you will need stellar barrel lengths... 30" to 34 will give you the most - everything shorter than that - you pay for,dearly)in fps.
