there is a difference between "safe" and "advisable". It is (technically, as long as you do not get caught) safe to cheat on your wife, but not advisable. The 2/10ths shorter 45-70 case will build up, very quickly, hard carbon and lead fouling in that area, similar to shooting 38spls in a 357 magnum revolver. When you scrub it out, the pitting remains and it will be hard to ever chamber a 45-90 round after. I would opine that the bullet will expand .020" to as much as .025" and then have to swage back down at the leade to get down the barrel. Lots of pressure buildup there.
