Do you have any powder you think would work? If so what is it? Right now the components you are able to get often dictate what we will shoot.
 
H-4895 is a good powder for the 30-06. Another bullet you may want to look at is the Sierra 165 gr GameKing. Good bullet for deer and elk. Get a hold of a older Speer manual (E Bay #6 for example). These older manuals tend to give you a hotter load than the newer manuals which tend to be pretty conservative. Just my opinion.
 
IMR 4064 is a great Pet Load powder for the 150's in the 30-06.

H4895 tends to be forgiving and decent at a wide range of speeds.

The 165 SGK is a good suggestion. The ability to closely match the 168 SMK for practice and hunt with the same load using the 165 SGK can make getting ready for the hunt season easier.
 
I've shot decent loads with 150s from 3031 to 2230C and even 4831. It may not be ideal, but with a little experimentation and the knowledge to back it up, you can find some surprisingly good combinations. I will not give my data for these odd combos, they can be considered obsolete these days, but its possible.
 
The 30-06 will thrive on a bunch of different powders. I’ve used IMR 4064, IMR 4895, IMR 4350, H4350, Varget, 760. I’ve got Stabil6.5 loaded behind some Sierras now for one of my O-6s.

IMR 4064 has worked well for me with 165 grain bullets in several 30-06s. I bet it would work with a 150 grain bullet as well.
 
With the 150 grain bullet that you want to use and the powders that you have.
I would start with either 4350 or Varget.
I have had very good hunting accuracy with 60 grains of IMR 4350 or H4350 and also have used 52.0 of Varget. Those are near max charges for good hunting loads. You should start a few grains lower and work up to what is safe and accurate in your rifle. Standard large rifle primers are fine for the 30-06.

Try this load I find it amazing for several reasons let me explain first off it was the third load up my ladder and it shot cloverleafs at 100 yards and I’m saying a small Cloverleaf the second reason and the reason it freaked me out the most i used to shoot superperformance ammo through this rifle during load testing I don’t care where it hits I’m looking at the group when I got to this load aside from the beautiful Cloverleaf it was exactly zeroed in my reticle and I mean exactly I have not changed a thing I never even chronograph this load because I don’t care this is my load I’ve been shooting it for two years and I’m still impressed!image.jpg
 
A load of 52.5 gr of BL-C(2) works great for me in my old Remington 721 although it prefers heavier bullets for accuracy.
 
As others have mentioned, 4064 is tough to beat especially in that bullet weight and your desire for a not super hot load.

RL19 excellent with 150 grain class.

Nosler load data is your friend. Also, google “ Ed Harris 30-06” for a wealth of information on the near perfect ‘06.
 
In the last 2 weeks I worked up loads for 150 Btips and 155 Berger VLDH. Both bullets shot Less than 1/2 inch at 100. I was using H 4350 at 58.0 grains, +/- a couple of tenth of a grain. Seating depth for both was between .003 and .006" short of touch.

There is at least 5-6 powders you listed above that should easily give you 3/4" or better groups when coupled with proper seating depth.
