Cant help you on the remington brass as I use WW 270 brass necked up and fireformed. But here is where i would start. VV N-165 powder and a 140NAB. I run 63.3 grains in mine. Fed 210M primer. Velocity runs 3206 from a 24 3/4" tube and groups run in the .3s for 5 @100 if I do my part. This is a tried and true load developed by a gentleman from west TN a few years ago. Jim Borden gives out this same load for the 280AIs he builds. And yeah...mine is a Borden built rifle.
 
My friend has a regular 280 and he has found that you need to stay away from the 140 ballistic tip bullet for deer hunting if you are going to have a shot under 100 yards because they really blow up close but do very well at longer yardage where the velocity is lower. Now the 140 Accubond is a real good bullet.
 
I've been using H-4831sc got my load out of Nolser manual started @ 58.5gr max 62.5gr and I know some are using R-19/22 with good results also. Good luck
 
My .280 load is 56gr of R19, 140 gr BT. It shoots very well, antelope this year, 434 lasered yards. Complete penetration and it was bang flop. Whitetail this year, 100 yards or less, complete penetration and it was, bang flop. Coyote last week, 364 lasered yards. I'm having very good luck with the ballistic tips, hope to pop an elk yet this year. Neither the antelope or deer demonstrated excessive meat damage and both were high shoulder shots. Very tolerable. I drive the accubonds because I refuse to shoot anything short of an armadillo with a ballistic tip. The accubonds shoot scary accurate and meat damage even from close up center shoulder shots is very small. Had one at 40 yds...ended up discarding a piece of meat about the size of a silver dollar. Ballistic tip would have destroyed the entire fron end at that distance/velocity.
