Can't help you on the "optimum powders" but for my rifles H4831SC is awful hard to beat. Great velocity and great accuracy out of several bullets from 75 gr to 115 gr. Over the years I have worked mostly with H4831 but might like one nof the new IMR powders (7977 for example)
Recently developed a load for a friend's rifle with this powder and bullet, Federal cases, and WLR primers. Very good results.I have been shooting the IMR 4350 with the 100grn Sierra flat base since 1972. It is very accurate and very flat.
None of the heavier bullets were particularly accurate in my rifle.

I have been shooting a 25-06 for over 60 years and used to use only 4831 powder. about 10 years ago I was asked to try berger bullets and my like was changed forever! I now only load 115 bergers over h-1000 and it does 3105fps out of my 26in barrel on a Remington sender. I reload for 5 different people and they all use the same load. I used to load nosler bt but the bergers just plainly cant be beat.
