.243 barrel specs

Speaking hypothetically, if you could have someone make you a cut rifled barrel in .243 diameter, and you were going to shoot only 115 gr. bullets slightly faster than 3,000 fps. What would your choice of bore diameter, number of grooves and twist rate be given a finished length of 30"?
