Bergara b14 trainer. It’s right at top of your budget but uses full size stock and mags. Mine shoots great and runs flawlessly.

If I was to build another 22lr I'd start with the cheapest CZ 457 I could get, replace the barrel with a prefit from either L3I or Whidden and then pick up the Yo Dave trigger kit for $15. The CZ 457 enjoys strong aftermarket support with reasonably priced third party options for triggers, chassis, prefit barrels and other parts.

A CZ457 Varmint, YoDave trigger spring, Athalon Argos 8X32 Scope, Pic Rail on bottom of foreend and Urban Gunsmith bag rider. It will look something like this. A CZ457 MTR is even better if you can afford it. A trigger and barrel upgrade and you can compete with the best of them.
