Be sure you have your brass in hand and turned before you specify. Lot to lot is wonky these days.

That is very good advice and the first thing I'd do before anything else. I would think the gunsmith that chambered it would have told the person he was chambering it for, IF, it was a tight neck chamber and it would need to have the brass neck turned. Unless the smith told you otherwise or the person requested a tight neck it's most likely a "no turn" but I wouldn't just assume that so as nmkid suggested, ask the gunsmith about it so you know for certain.You should probably find out from the gunsmith if you need to neck turn.

There's no sense turning the necks, especially with Lapua brass, if there is already ample neck clearance. I've had some smiths tell me they think 1 thou per side is enough but generally most want around 1.5 thou per side so .003 should do. I can't imagine needing much over 3 thou.
Lapua brass is pretty consistent with their neck thickness and generally only has about 1/2 thou variance so even skim turning their necks doesn't really yield any benefit.
