22 Creedmoor and Re#16 &17

I use RL16 in my 6 Creed and 20-250 it is nearly identical to H4350. It's not super speedy but it shoots extremely well, is very temp stable and unlike RL17 is predictable.

Have you worked with RL17 much before? My experience with 17 is it generally produces very good velocities and tends to shoot well but it has certain quirks you want to be mindful of if you haven't used it much. What I found with it was it didn't give much warning with regard to pressure during load development. It would go along and let you increase powder charge and show no real warning signs of pressure until it did and when I'd reached that point it wasn't subtle about it and it gave all the signs all at once.

They'll both probably work well for you but I'd bet RL17 will be a good 100fps faster then 16 which isn't really a lot but RL16 will definitely be more predictable and temp stable. RL16 and H4350 may not give the fastest velocities but they're both great powders and shine in other areas that can be more important.

My 22-250 has a 18in. Brux 12tw and it likes RL17 and 53gr Vmax really well.
 
I use Reloader 16 in my 22 Creedmoor with Hornady 75 gr ELD Match bullets.
my powder charge is 40.2 gr at 3436 fps with 26" barrel. This is an accuracy load not top velocity load.
I have been very pleased with this powder.
Not loading for competition but Prairies Dogs.
 
I found the 4350 class powders to be too fast. RL22 was the best powder I found for 75ELDs.
