If your scope rings are not spaced the correct amount(distance between them) the actual click value will change as will the poi per click.
The scope height above the bore line can certainly come into play on your DOPE but I don't follow what you are meaning with the spacing between scope rings?
 
I agree 100% with rat on the height but not the spacing. I have never heard that or see how it would effect clicks.
 
I was thinking about Burris inserts, how spacing alters the moa values. Could be the scope clicks just aren't what they are supposed to be. Or you have a slight cant in the vertical of the scope, that will change the click value.

Scope mount distances and inserts on the Burris mounts won't alter the internal click value of modern scopes.
The pivot and jacking points on the moving parts are completely inside the scope tube on a modern scope and it wouldn't matter what the spacing of the scope mounts are on the outside at all.

Way back, when scope turrets were external and they moved the whole telescope tube, their mounting distance mattered, but those are nostalgia these days.
 
Just throwing this out there. A 10 mph wind at your back will have more drop effect than some realize. Also, If you are zeroed on paper and you are only having issues once you dial up to 300 yards, your scope height is not the problem. The height differential from the bore and scope height was taken care of when you sighted in at closer range (assuming you did so - as you would not know how high to aim at 300). Unless you chronographed your rounds, your load might also be a bit light. Barrels can differ a bit a bit well. Your chrono will tell you what is up. Then - you can better determine why it isn't going as fast as you think it should, why the scope is not taking you up when you dial it up, etc. Good luck
 
Please tell us you are not shooting 39 grn Sierra Blitz King bullets at steel and cardboard!
You realize those are collectors item bullets and people are selling children to get them?
The 39s actually have a special place in my heart as they got me into the 500 yard club with a few pd’s up near the Montana border in Wyoming with my 20BR.
They are supremely accurate and very effective at dispatching vermin.
 
If the rifle hadn't been shot in a long time, the scope internals may have been slow to respond. Crank both up and down to the extents and try again.
 
i was gifted a partial box to try (haven’t found any) by a member and picked a random charge that I read worked good (and it did) going around 3800fps
 
Ok I’ll go ahead and say it. Sending those bullets downrange at that low velocity is a waste.
There. And I don’t feel guilty for saying what others may have been thinking.
And probably should be criminal! ;)

Like others, I easily get 3800 fps from my FCV and if a 20 cal will not shoot the 39 Sierras accurately, it's time for a new barrel.
 
Here is a charge I tried at random. I put 3 in same hole and pulled two cause guys next to me were mag dumping AK pistol as I was getting ready to fire
