Yes, it would be factory loads.
For affordability I would study between 6.5 Creedmoor and 6.5PRC cartridges and see which one would fit you better then.
what do you mean some .30-06? love the way you all just discount the 06, you have heard about the old grunts around the turn of the century with Springfield's and iron sight's posting better scores then most of you can do with a custom made gun and ammo., oh yea at 1000 yards! Still shooting a 1000 yards with Garands of the era, with no fancy machine work. I've got one, 1953 International Harvester "gap" Garand NM sights and glass bedded action. take it to the range if they could get 3 on paper it was good enough for the team.

You can do it with a Savage Axis, and have money left over.
All I meant was a 110 grain out of an 06 will not make it supersonic to the target, just as some 308 win loads wont either. I would never discount the 06 just some have little concept of external ballistics. And yes subsonic could get there if the target was the size of your house, and you pointed towards the moon.
Any of the bergara or savage heavy barrel rifles will do it from 308 to whatever the latest and greatest got to have cartridge is today. I started with a Rem 700 VS in 308.

Yes, three, all Savages. My first was a Savage 110 Storm in .223. VERY accurate hunting rifle. The next was a 93R17 (17HMR ). Lots of fun out to about 100 yards. The third is my main range gun, a Model 12 LRPV, also in .223, 7 twist. It`s been just fine out to my club`s farthest targets ( 500 yards ). I know the .223 will make 1,000 yards but isn`t optimal out beyond 600 yards or so, or so I understand. Since I shoot factory ammo, anything heavier than 77 grains would probably require handloading. Don`t really have the space for a dedicated, organized area to get into it. Also, at 76, I find that my attention span and concentration aren`t as sharp as they used to be. IMHO, that`s not compatible with fooling with stuff that explodes!!
New barrel and bolt face for one of the savages. If you are not going to load, get a 6.5 Creedmoor, as the available factory ammo for a 6.5 Creedmoor is better and more plentiful than most other chamberings. Get a 20 or 30 moa base I like EGW. And get a good scope with plenty of elevation adjustment. I like Nightforce but others are good and many are more affordable. Find a load with 140 grain bullets that your gun likes and stick with it. learn to use JBM ballistics . JBM will tell you how to get really close to the target without wasting too many shots.

Since you're familiar with Savages and like them, a 110 long range hunter in 6.5 creedmoor would work at your price point, plus ammo readily available (Cabela's on sale for $800).
I’ve seen Ruger precision rifles do fairly decent. I had a 223 that I did decent with but a 6.5 creedmoor would be easier to find and the heavy bullet will be a little easier to shoot . I did have a $2300 scope on it though. Still need a decent bipod and rear bag too. I think you can find lightly used Rugers under $1000 in 6.5cm. I was surprised what that 223 could do. Still have the scope but gun is gone. Buy better scopes and keep them as you move up to better guns. You will save money in the long run.
I saw the Brownells review on the Howa on YouTube. Nice rig and the price seems fair /‘good for Japanese made firearm.
Anyone mention the Remington Long range?
