    I never saw the point of a hollow point on a low velocity round so I would eliminate them. I would choose the highest velocity round that my rifle shoots accurately. You are stuck with a 36 to 42 gn solid slug, so hitting them is really the issue.

    Right, it depends on how much of the up or down is used to zero at my closest desired target. I doubt that I will be centered at 25 yds. I ended up using a 25MOA base and it has worked out fine so far.

    If your rifle has a fast enough twist to stabilize them I would try some 70gr or heavier soft point bullets. As far as accuracy is concerned, that will depend somewhat on what your rifle likes, and there are no short cuts to that answer.

    Not vague at all. He has specified a caliber and action. His reasons for those choices are irrelevant. He is simply asking for recommendations on make and model as well as possible sources. Just answer the questions he is asking. Very clear and simple.

    If he wants a new rifle, I would look at the big box stores. Is there a Cabela's or Bass Pro near him? If so, they may have something used as well as some new offerings. Keeping an eye on local gun shops is a good idea, as well as local sell/swap/wanted publications.
