Vacuum OK in the reloading room

The propane space heaters ae probably safe, as long as rated for indoor use. I'm always leery about gas leaks as lots of bottled propane does not have the odorant.

I 'm guessing your concern as to the vac is one of spilled powder and primers. If it's a wet/dry unit, just add a little fire suppression liquid from the tap.

Looks like you could afford one of the ductless mini-split systems. I installed one in my shop about 2 1/2 years ago and it works even during the coldest winters we've had so far. Would be better than burning stuff around all that flammable powder and explosive primers, I think.
 
The Ammo man In Jupiter FL has almost as many Dillons, in his reloading room. It is a garage with several older Nascar racers, I guess he didn't want the two enterprises to mix so the reloading dept is in an area surrounded by storefront glass, doors. Like a clean room away from the cars and grim.
 
Buddy heater put out a lot of moisture, any time unvented propane heater puts out moisture. I tried one in my van and after a few days everything felt clammy including bedding.

Try grabbing the hose of a shop vac while vacuuming dry sand, shocking experience. I used to operate vacuum loader trucks and the hoses all needed ground wires running through them. We just got some new ones and didn't test them, the ground wire didn't get connected to the fitting and my boss blew up a cornstarch silo at a papermill while unloading.. You know how it is with a boss they have to have all the new equipment.
