I agree with your comment regarding seating off the bottom. If I would go with the Holland unit I was looking to get the Accuracy One Precision Primer Gauge which can measure the primer, primer pocket and primer seating depth.

I bought both. I did not use the Holland’s modification.
First I called every US primer manufacturer and they universally said that their products work or don’t work. They indicated that a primer should be seated until you feel the anvil touch and then add some additional “crush”. None of them used the word crush…..because at some point, it is possible to crush or damage the priming compound. I was actually told it is not crush, but a “little give” past what the primer anvil touch point is. I asked about seating to a specific amount of give. One maker said we don’t test that, but sure you could. None of the manufacturers felt this was a meaningful endeavor….the closest answer I got was sure, test that, but don’t go too far and break it.
Out of all those phone calls I needed more feeling. My hand primers are a no go. So, on to the RCBS.
The RCBS tool was solid and easy enough to feel primers seat, but depth measurements were crazy! Like all over! 0.000-0.012” No control. I shot those rounds. No obvious issue resulted.
I ordered the Holland tool. It has a stop and a measurement tool. Their measurement tool looked fine. The rest of it was never opened. There are too many reports of broken handles. Even Hollands reported that to me. They refunded my money without incident, but be aware, the charge a 5% card fee and their shipping to me was 2.5 times the insured shipping back to them. It may work. How do you break a primer seater handle?
I ended up buying the CPS tool. I chose to keep it over the Holland’s because it worked extremely well and primers are seated to the specified depth. It feels great. It needs a solid mount to really be repeatable. All I have are feelings to report at this time as I have not seated enough primers on it nor confirmed a load CPS vs K&M.
I would buy the CPS again. Look at the resale. There is literally no chance you won’t sell it for its retail price in a day. It is in huge demand, even at $700!

Been using the Holland for several years now. When prepping new cases I use a primer cup uniforming tool. That ensures the cips are consistent in depth so the Holland tool can do it's job. Seated primers always end up a consistent .004 below case head, which is what I have it set for. It works, simple as that. As far as breaking the handle I suppose it would be possible if you really tried. In normal use though it would be unlikely, it does not take much force to seat a primer even in a new pocket

I have not used both to give a fair comparison.
I own and use the RCBS with Holland upgrades. I works very well is easily adjustable and seats primers uniformly. I have several shooting buddies who use the CPS and they think the same of it. Last I talked to those guys, they were very fond of an upgrade for the CPS that helps with something????

Holland, Primal Rights, Derraco are all rim based primer seaters. I have the Derraco and love it. easy to use and easy to swap between sizes. I can't imagine spending 3X+ for the Primal Rights version for the same results. I made a tool to uniform primer pockets based on the rim, so it seats within 0.0005" every time and 0.0015" without uniforming, which is the limit of rim thickness for my brass. If you want case base referenced seating LEE ACP is the ticket (and least expensive), can be made adjustable, and allow use of standard primer pocket uniformers for more consistent seating.
My $40 K&M seater works just great. If my arthritis was that bad I would look into the RCBS seater. Reasonable price and does the job.

I wish K&M would make a bench mounted version of their tool...
The regular old RCBS bench primer works for me.
IMO, if you can't feel the primer bottom, its worthless. Been down the road with these style seaters that index off the rim. They are not consistent and cause problems. Depending on your fancy, you may not notice. Bottom by feel or put in the time to make sure pockets reference off top of rim. I've been meaning to give one of the new Lyman lever style bench prime a try, but afraid I'd be disappointed. PMA hand prime provides the necessary feel for me. K&M works well too.
