Remington 700 build, need guidance.

OK, let me start off by saying I'm an AR guy and have pieced together quite a few. I'm venturing into putting my first bolt gun together. I have the general knowledge on how to, but may still have questions. Wanting to do a 22 Creedmoor in a 700 action for my first. Give me guidance on where to start. Suggestions on where to find a used action and bolt? I have a barrel picked out so I'm good there. This will be a coyote and varmint shooter, so want to keep the cost down on my first one.

I would not start out with used or obtain an action/bolt from unverified sources if your plan is to assemble a rifle from parts akin to what is often done with AR platform rifles. Unless simply functioning is your only objective.
You'll be happier and spend less overall if you don't try to 'cheap out' initially.
But you might win the lottery tomorrow with a used ticket, too.
Not likely.
To be honest, you're not building anything. You're taking parts and assembling them. The outcome of that endeavor will be determined by the quality and correctness of the parts made by others. Correct assembly also factors in, but no matter how well it's assembled, it will not shoot better than the sum of the parts.

I have a very nice LRI customized Remington 700 short action, 308 bolt face, It has LRI custom Tier 2 action trueing, bolt fluting, side bolt release, and LRI twin pin recoil lug, ceracoated in stainless for $600. A steal for all of the work done to it. Can be verified through LRI.

My experience with factory Rem lugs has been that they are not flat. I will run them across the Blanchard and it usually results in .008-.0012 being removed. As far as bending them, I have seen one. I have a 338 Rum that had a slight bend in it. I noticed it when I got back from South Africa and took it apart to clean it, That was in 2003. It was probably bent by .030-.040. The stock was undamaged, kind of makes me think it didnt happen under firing, who really knows.

if piecing one together is the goal, I would spend the extra $300 bucks on an action with prefit aftermarket support. Big Horn, Aero or even a Tikka. Prefit barrels for those are readily available from a number of sources. Just slap them together and head to the range. You will just need a set of headspace gauges and either an action wrench or barrel nut wrench with a good vice.

I’d recommend the Zermatt Origin. It comes with a pinned recoil lug, 20 moa base and you can buy shouldered prefit barrels for it many places. Easily swap barrels at home and not wait for a smith. As easy as screwing a nut into a bolt. No need to check headspace like a remake style. Just need an action wrench and barrel vise.

You can also easily change the bolt face and have one rifle that is a .223, 6ARC, .308, 6 Creedmoor, 6.5 Creedmoor etc. This will save you money in the long run also. One action, one stock, one trigger, one scope and many calibers.

And I can show some examples of how that action performs with a good barrel attached to it.
