Action choice?

I would like to build my first dedicated short action 1000 yard rifle in a manageable non-magnum chambering. This would be a wind trainer rifle which I would use up in the mountains at my 1000 yd range. Due to my innate impatience coupled with gunsmith backlogs, I would like to try a DIY by using a pre-fit barrel setup + go-no-go gauge etc which I can obtain readily from various sources. My question is what would be a decent action to start with? I dont need a bat but I dont want a savage either. I have always been partial to mod 700 and seems like it has best supply of new/used stocks out there, but not married to a 700. I would like to find a drop in stock I can shoot off bipod. I can shoot & reload ok and so far have done a 5 1/4in 5 shot at 1000 with my lightweight 6br plinker. I would like to have this new rifle shoot better than I can and reserve my 6br for under 600 and under.. I dont think I would even need/use a repeater for distance shooting? Any action tips appreciated.
 
Terminus Apollo, ks arms sar for a 3 lug, kelbly atlas tactical for a 2 lug on the budget side, impact or lone peak on the higher end
 
Kelbly Atlas, hands down. Get the coned bolt and spacer with it so the 1.115 head space Panda tenons will fit. No need to send the action off for a shouldered barrel to fit.

But I'm very partial to the Kelbly Atlas Tactical action. My gunsmith turned me on to the value and benefits of the Kelbly Atlas Tactical action. Every bolt is made to the same dimensions, so when I want a new shouldered barrel, I just tell them it is for my Atlas Tactical, and they machine it and send it to me. I just screw it on and the headspace is perfect. TG ejector, pinned recoil lug, rail, primary extraction set correct, and small FP opening in the bolt face. And yes a trigger hanger. And as Greg@wfcustom mentioned their service after the fact.

Today, I can buy one in stock at Brownells for $959.20 and get $95.92 off by using code FKF10.

Well that is interesting..so dont have to deal with fugly pre-fits and can have nice shouldered barrels! Now the problem is getting a shouldered barrel made without waiting months? atleast with pre-fits they are on the rack ready to go. correct?

Right.

I can make a kelbly/borden/bat barrel without having the action.
 
Get a Bighorn Origin. Only $900 and you8 can easily change boilt faces for many different caliber choices so you just need to change bolt face and barrel to go from a .308 to a .223 to a 300WSM to a 6mm ARC etc.

Well I could do 2 months after I have the first one! just a matter of ordering in synch with your expected current barrel wear. But I dont want to wait 2 months for the first one!! I wanna shoot now not in 2 months!!

That would kind of depend on your caliber of choice also. There are a lot of shouldered prefits for common calibers but for uncommon you will be waiting.
