UPS Changes to Gun Shipping Policies

To simplify:
• you need to be licensed to ship “firearm products”
I believe that your FFL satisfies this part. Everything else is contractual with UPS, i.e. signing whatever they shove in front of you. It goes without saying (but they do anyway) that you must be complying with all pertinent laws.

Exactly.
The issue for non-FFL’s is going to be in the hair splitting. For example -
•barrel blanks. Are blanks “barrels”? Unthreaded, non-chambered rifled steel tubes. ??
•Are scope rails and rings “firearm products” or are they scope products?
•Stocks. Are they gun parts (firearm products) or are they scope presentation stocks that I see at my local scope dealer?
Everyone knows where I’m going with this. Be smart, guys.

The points you raise complicate your relationship with UPS, but are not difficult to determine WRT the law. UPS is in full CYA mode, and going the extra mile.

FedEx has very comparable rates. And they are faster. Much better customer service on loss and damage too. The only reason I used UPS for barrels and stocks was because I could make labels on my Endicia account.

All of my drop ship stuff goes FedEx and my customers have been shocked at the speed.

Anyone in the Raleigh NC area you are welcome in advance. Spent about an hour on the phone taking to the manager at the hub and then transfered to another person and after speaking to them and repeating their site over and over to them to teach them their rules the higher up looked at their site and stated that I was right and you can ship a scope as it's not part of a firearm so she will be putting that into effect today at the Raleigh hub customer service center. I will still probably use USPS again anyways as it was about the same price and faster.

Can't ship a firearm through Fed Ex either though.
I honestly had no idea they had changed their policy just recently. So I have learned something now. That's even more disturbing.

They don't have any regulations for parts. So there's that.

Yup same policy as UPS. Parts don’t really matter as can send usps if needed. Now no way for a non FFL to send a pistol unless you use ship my gun.com which will be interesting to see if ups lets that happen.

All it takes is one sting operation by the FBI, ATF or other 3 letter agency shipping an 80% lower, for a fine large enough that they would never make it up shipping parts. Now carefully read EO 14067. I'm from the government and I am here to protect you.

Got snagged today. Went to ship a barrel at the customer center and I made the mistake of putting "gun barrel" in the description of goods. I asked the counter guy if I could change it to steel rod but he pussied out on that scheme. Went USPS at double the UPS cost. Oh well, from now on, I'm shipping machine parts.
