Antique reloading equipment identification.

Hey all a good friend of mine’s husband died and I was given all of his reloading gear. There wasn’t much but an obvious antique piece that I can’t seem to figure out what it is (and I’m usually real good at finding info on things). Does anyone know what this is. It’s made by Winchester and has “model 3” cast into part of it. And what seems to be some serial numbers on it. The top “bowl” part rotates. It’s probably missing parts but I’m just really curious what this was for. Thanks for any info.

I would guess maybe off an old trap. Claybird thrower.
I’m not sure how that would work. The bowl part is about as big around as a coffee can maybe a bit smaller then the part that has the “model 3” cast into it is a little flap although it’s stuck shut. The tube in the part behind that flap is weird too.
 
Looks more like a kitchen implement. A mill of some type for corn or wheat/barley.

Winchester made a lot more than firearms 100 years ago or more.
Hmm that’s an interesting idea. I will expand my search to cover this too. *edit* actually the western part of the name is western cartridge company so I doubt it’s kitchen related. But I’ve been known to be wrong before.

I saw something like that once something to do with shot. Memory is getting a foggy these days
 
Coffee grinder . Actually i think I remember that at my uncles gun shop , used for separating reclamed shot . The top should open and close the ring distance allowing smaller or larger shot to fall through. His wasnt marked Winchester, maybe it was , hell that was 50 yrs ago

That is what it was it. Not to bad of memory. I remember being told now it was adjustable.
 
What you have is a “tube filler” used in shooting galleries and carnivals. Dump a box of 22s into it and turn the outer body. The shells drop through the slot and eventually they’d work their way to the opening where they’d fall.. Stick a tube in the opening and you could fill a tube in a few seconds. The tube capacity is determined by the length off the tube. The carnival worker would use a tube to load the rifle by pulling out the rifles Mag tube, dumping in the rounds in the rifle, the reinserting the Mag tube.
