It is not identical to the 0 MOA. The 0 MOA is the same measurement front and rear.If it’s identical to the 0 MOA I would guess it’s a 0 MOA. Some action are not flat and the rail has a cant to get 0 MOA.
I did the math as you did. (it was 7 inches). Something must be wrong, I have never see or even heard of 47 MOA rail. So confused???????????How long is the rail front to back?
Take your height difference x 3600 inches ÷ length of the rail to get your moa.
For example, if the rail is 7 inches, you'd calculate:
0.093 × 3600 ÷ 7 = 47.8 moa
